Update
Switching the failover IP was possible. Sites are reachable again.

Identified
Data center reports a defect network router. Sadly this router is placed in front of one of our edge routers. To make it worse we can't switch the failover IP to the standby edgerouter causing down time on some sites.

Investigating
Degraded network performance affects parts of our infrastructure. We have contacted data centre support and are working with them to get the problem resolved.
